Plaques--the set, the rarity, and the page

Back in the day, a plaque was easy to spot. They all had the same design, carried the same rarity, belonged to the same set, and were all featured on the Plaques page.

Many changes have been made since then. Sure, all the original Plaques are unchanged, but new ones can have different rarities, sets, and designs that range from nostalgic cRings to totally user-created ones like Hubba Love and the Year X series.

Now what I don't get is, why don't they all show up on the Plaques page? Is the page showing cToons based on the rarity or the set, here?

Neither, apparently. Case in point here is Caped Crusaders, a Plaque-rarity cToon in the Plaques category that's nowhere on the Plaques page. Where is the consistency?

EDIT: And why do we have two Plaques with similar designs named "Candy Lovers"?

I dont handle the page. Toon does. Whatever time he has is for uploading new releases. 

Crings were done to be their own thing, not plaques. 

Two candy lovers was our bad but lots of toons are named the same thing so it's not a huge deal.
